New Energy Efficiency Standards for Government Data Centers

Data centers are estimated to consume around 2% of all power generated in the United States, according to Standard University. In fact, as much as 50% of your building’s power may be consumed by data center cooling. So the need for more efficient data center operation is obvious.

The United States House of Representatives passed a new bill in March – Energy Efficiency Improvement Act of 2014 (HR 540). The hope is that these new requirements will optimize the use of data centers so money and energy aren’t wasted powering and cooling underutilized systems.

“HR 540 would save the federal government energy and money by requiring the use of energy efficient and energy reduction technologies, particularly in federal data centers,” said Michigan representative Mike Rogers.

Together with the Department of Energy (DOE) and the Environmental Protection Agency, the Office of Management and Budget (OMB) will lead the development of standards for measuring data center performance, including advanced energy metering and power management tools.

OMB would be required to:

  • Set a performance goal for agencies to evaluate their success in acquiring and using energy efficient IT
  • Update a 2007 report used as a baseline for energy efficiency
  • Create a strategy for buying, maintaining, and using energy efficient IT and communications equipment for each agency
  • Study server and data center efficiency trends, with DEA

Other requirements and provisions:

  • Yearly inspection of federal data centers via Data Center Practitioner Program
  • Share data center energy usage data via Open Data Initiative
  • New metric to measure energy efficiency of data centers

“My legislation will save the federal government energy and money by requiring the use of energy-efficient and energy-saving technologies, specifically in federal data centers,” said California representative Anna Eshoo, who first introduced the data center provisions in February.

The bill is currently going through committee review in the Senate.
